SUMMARY OF CBR PROJECT 2002-2004
This project addresses the needs of disabled
people and the families in poorest areas in Faisalabad,
Pakistan. Disabled people are among the most
economically poor and marginalized sectors of the
community. Negative attitudes lead to social exclusion
and lack of access to education, medical services and
employment opportunities. Global figures show that less
than 2% of disabled children attend school and less than
2% of disabled people have access to rehabilitation
services. In Pakistan, where over twice as many boys
attend schools than girls, the number of disabled girls
not receiving any education will be ever lower.
This projects aims o address this by raising
awareness and creating more positive attitudes towards
disability and by increasing access to education and
rehabilitation services for disabled people. The project
will focus on a target area with a population of 12,500
and will work directly with 500 disabled people over the
course of the project.
The beneficiaries have been involved in the
planning of the project, and surveys have shown that
there are more disabled families than males. Women, as
the primary careers of disabled family members, will
also be the beneficiaries of increased support for and
acceptance of the disabled family member.
Through this programme the disabled people,
through raised awareness and more positive attitudes,
through greater access to education and rehabilitation
services will be able to play a greater role in the
running of the community and take more control over the
running of their own lives.
This project would therefore make a significant
improvement to the lives of the disabled people, their
families and indirectly to the whole community.

Details of the Services:
1)
Health Clinic:
We are running Community Health Clinic in the poorest
areas of Faisalabad Slums called Warispura Ward, where
qualified doctor checked TB, Hepatitis B & C and general
patients and provide quality medicine by charging very
nominal fee (Rs.10). Populated water and unhygienic
environment of these slums are the main reason of
sickness. Due to malnutrition, the mortality ratio in
the area is very high.
2)
Assessment Camps:
We organized Assessment Camps weekly on each Wednesday
for the disabled people. The qualified Physiotherapist
along with field staff assesses and examines disabled
children and made rehabilitation plan for each client.
Intervention is taken by the organization along with
disabled persons and their family members. Through Home
Based Intervention these people are looked after to
overcome on the economic, social, educational and
physical problem. Through local and abroad partners we
provide wheelchairs, braces, canes, crutches and other
Aid and appliances. The society also supports children
with disability who need corrective surgery and
operations.

Mobile Health Camps:
Medical and Free Eye Camps are organized in different
urban slums and rural areas of the Faisalabad, where
medical facilities are not available. Team of
volunteers’ doctors from Civil and Allied Hospitals
donates their time in order to provide medical
facilities at their doorsteps. The serious patients are
then referred to Civil Hospitals for surgery and full
treatment. The society also arrange one Free Eye Camps
each year in which free cataract eye operations are done
in the camps and vision glasses there given to needy
people.

Reproductive Health Care:
A lady nurse and CBR staff are available to help
pregnant women at the clinic to solve health problems of
women who faced reproductive health problems and other
women diseases.

Treatment of Tuberculosis: TB is a contagious disease widely spread in the urban slum and
rural areas of the Faisalabad. Unfortunately, there are
only three hospitals for the treatment of this disease
for the population of 5.4 million populations. World
Health Organization recommended ‘Direct Observed
Treatment Short course (DOTS) for this disease, but till
to-date there is no such programme in the District
Faisalabad. Tamir is committed to expand DOTS programme
in Faisalabad. Tamir is partner of W.H.O Stop-TB
Programme since 2003 in Faisalabad. We are striving to
collaborate with ‘Stop TB Pakistan’ Programme for
medical support.

Physiotherapy OPD Service: In the Physiotherapy Center, a trained physiotherapist attends the
children with physical challenges. Daily clients/patient
visited the center for physiotherapy and assistance.
7)
Orthopedic Workshop:
On 21st October 2003, British High
Commissioner of Pakistan ‘H.E Mark Lyall Grant’ visited
‘Tamir Welfare Organization’ and inaugurated orthopedic
workshop at the center. This is small service where
braces and other Aid and Appliances are made and
repaired.

Inclusive Education Programme: Tamir has been running one Non-formal school for last three year,
where 92 children were enrolled. Mr. Asif Tarar
Executive Office, Literacy Department, Faisalabad
visited the school twice a time and was very impressed
to see the efforts of teachers and interest of the
community. In June, 2004 with the support of Literacy
Deptt. 25 Adult Literacy centers were opened where 670
female and 60 male are learning reading and writing
skill. New 50 Literacy center has been approved by the
department in six villages of Samundri Tehsil/Taluk in
order to make these village completely literate.

Community Awareness Programme: Throughout the course of project in three year a strong emphasis
was placed on Community based meetings, training,
workshops, school teachers and student meetings and
meeting with Government officials, NGO ‘s and Community
Leaders. The progress, outcomes, attendance and minutes
are recorded in the ‘Awareness Programme Register’.

Sewing Centre:
There are 25 girls’ are completed there sewing diploma
in 2003 and 6 disabled girls have been trained in
tailoring skill.

Medical Camps:
Each year Community Clinic & Camps gave treatment 6500
patients including PWDs and their family members where
as the 3856 female patients received health services.

Economical rehabilitation programme: Disabled people as well as poor women and widow
each year sent to application for financial support to
(Government Funding Agencies) Pakistan Bait Ul Mal and
Punjab Bait Ul Mal with the heal of the project. In
three years time 2600 families received financial
support with the help of Tamir Cheshire Project.
13)
Capacity building:
staff, beneficiaries, local agencies and community
groups has been a key component of this project for
example:

Mr. Stephen Anjum President of TCCP is also mediator/Representative
of Liliane Foundation from Netherlands in the district
Faisalabad. Liliane Foundation has agreed to support
CWDs from the year 2004. Executive Committee has
management skills ability to raise funds from other
sources.
·
At a community level, different programmes and community based
training was arranged to empower the beneficiaries and
increase their personal capacity and ability to access
services. Beneficiaries are now accessing local
services from the Hospital, Rehabilitation Centre, Zakat
& Usher (Tithe & Offering of Muslim), Bait-ul-mal and
union councils.

Seminar, workshop, community meetings are organized in order to
increase the capacity and understanding of local issue
like Environmental issue, Child Labour, Democracy,
Social Problem of the society, Polio Vaccination
Campaign and Reproductive health problems.

With the support of Literacy Department, Government of Pakistan, 25
Adult literacy centers are running successfully in rural
and urban slums of Faisalabad. New 50 non-formal and
adult literacy schools have been approved by Literacy
Deptt. in the month of November 2004, survey of the six
villages of Sumandri taluk are completed. 50 new
teachers have been identified from the same villages,
who will start work in the first quarter of 2005.
